What Underclass are expected to do in order to capture the temples of power? The fear is lurking in the minds of the underclass intellectual that the kind of politics the BSP is being engaged in moving in the direction of the appeasement of upper/feudal class. What does unity mean and its importance in realising the dream of becoming the ruler? The great goal of unity. As the power loads lots of responsibility, is the BSP fulfilling its role aptly or wavering from its principal canons. And what are the responsibilities of the Underclass towards party this has all been discussed in this article.

There have been number of concerns raised by intellectuals who are strongly and affectionately affiliated with the welfare of Underclass. Their main fear is: the kind of politics that BSP is being engaged in, according to them, if not entirely but sort of an appeasement of upper/feudal class’, and the problem does not stop here, their real worry: is the party over steeping or getting too far?

Well, respected all, let me first appreciate your benign concerns towards the fellow underclass, because these genuine concerns in people like you are really helping to make a divine difference in the lives of millions of underclass. These concerns are devising and sharpening the tone of underclass fight for survival and even help flourishing them in the most hostile societal set-up. With due respect to the sprit of your concerns, I further this writing. Here my only genuine effort is to put lights on the other side of the affair.

First of all we need to understand the importance of ‘the Power of being in the power’ and second most important thing that I would like to bring your attention to the fact that the kind of socio-religious and political leadership that has been emerging since the Death of Dr B R Ambedkar and its impact on the overall development of the Underclass.

To start with let me underline some of the bitter truth in our society that we are all familiar with.

1. Discrimination prevails no matter how hard you try to demolish, as it manifests itself in new form as an inherent character of the Hindu-society. It is the societal so called divine religious set-up forces the large population in to believing and thinking that the caste-discrimination is the highest order set-up by the divine forces. There is the general apathy of the large mass of the populations towards the pain of the discriminated-fellows make the scene extremely direr. The Brahminwadi moral apparels that the so called Uppercaste have been beguiled to wear by the Vedic Hocus-Pocus, devised by the Brahmins does not allow penetrating the cry of intense and acute pains of underclass in the once sensitive minds of the Uppercaste. So to make them understand your point of views about their discriminatory attitude does not help yield considerable gains. Though not entire picture is in a bad artistic-shape, there is lot happing, this is the transition phase and as they say the transition is more painful in some events.

2. The one man (Dr. B R Ambedkar) could make such a epoch-making change in the lives of the millions of the underclass why was then, after his death, no one could even able to keep that momentum of the underclass’s societal growth intact or for that matter kept the pace of the growth at half of what Dr. B R Ambedkar managed to do. We have always been a very disorganized, and economically non-powerful segment of the society and perhaps one of the worst divided amongst ourselves. No matter we are the persecuted ones but our feeling for the others does not come out easily, it is reserved only for self-groups. We might call ourselves Dalits, a unit to denote the persecuted ones but Bihari Dalit has little feeling for the UP Dalit, or for that matter to the Maharashtra Dalits some of them got converted to Buddhism. Our Dalit identity makes us weaker; you are Dalit means you are bound to get persecuted or crushed. So to establish one identity that generates sympathy towards fellow brothers, invokes emotional pull to fight for the cause and bind all of tighter all across the country, amongst the Underclass is a must, today.

And this can be achieved by two means that is forming unity under 1.Religion and 2. Politics

Why these two things would yield expected result is mainly because if one sees the History or Mythology of India subcontinent- it is fully dominated by either politics or religion OR in subtle way the politicization of religion or the religionization of politics Or religionization and politicization of societal order have governed or affected or formed the societal character or behaviour than any other factors put together.

The first part is grouping together for forming unity under religion which was long ago foreseen and classically adopted by Dr B R Ambedkar. That’s the reason why during the last phase of his movement of societal reforms he decided to dedicate it for uniting the underclass under Buddhist Religion. Had he had got five to eight years of extra life; he could have definitely succeeded in stringing together the large portion of the underclass in the divine fold of Buddhism. Unfortunately it did not happen. It was quite possible for him because the divine force of considerable magnitude that he possessed could have helped him achieving his objective. What made him more inclined towards the idea of religious conversion and why had he chosen Buddhism over other religion is an open secret. His idea was to make the identity of the underclass as Buddhist people, which he argued well in his book ‘who were the Sudras?’ He had wished to reaffirm the identity so as to create religious force of considerable magnitude that would empathies with the feeling of larger group. And this identity should be utilized as a part of combating cultural pollution and religious misuse against the Hindutva forces was the vision of Dr B R Ambedkar. And to a great degree it was thinking of a great mind, well ahead of his time because in his mind he had visualized everything that could arise and hence got ready to counter.

The second part of the same solution is unity under Politics. I am not quite sure about what was then in the mind of Kanshiramji when he formed his political party for protecting the rights of the Underclass. As I am not fortunate enough to be a close associate of the higher echelon of the organisation it is very difficult for me to tell the exact account of what is there in their mind, but as a political observer I bet my views are not, particularly on the agenda of the party, way off if compared with the ideas of party ideologues. And this is to make a political mass of great unity that would shape the destiny of Underclass. And thus the BSP organized and created and marshaled its resources for one and only thing to bring the Underclass under magical fold of unity to capture temples of power.

Now let’s settle the concern that you all have about the appeasement of the upper/feudal class. First of all look at the kind of leadership that has been evolved or evolving since the death of Dr B R Ambedkar. To characterized them in one word: ‘Bootlickers’. Here’s the BSP stands differently altogether. It did compromise on numbers of issue, as a game plan of party’s growth but never did it falter or fail to voice the aspirations of the Underclass. And it achieved incredible success by sticking tighter to the principal canon of the party, which no one amongst current lot of underclass leadership could have even dreamt of.

Now talking about the persecutions or the atrocities committed on the Underclass is on the rise, in the rule of BSP. Well your concerns are legitimate by the fact that under our own rule the atrocities should not take place. Well can the India government guarantee that it will protect every individual against terrorism? Terrorism is in fact, one of their favorite escape-ammunitions against anything bad happen in the country. Or for that matter, despite high security cover why America failed to protect Pentagon or World Trade Centers? Here my aim is not to compare terrorism with persecution of the Underclass but to reason out that the administration has no enough potent power to protect each and everything under sudden attack. But it does not mean that it should refrain from doing its moral and legitimate duties. And it should have the greater impact of its presence in the minds of the general public that it feels secure or refrain from doing bad things. Now, if the mantel is in the hands of persecutors can you expect protection from them?

The Indian underclass has been persecuted by Uppercaste since time immemorial. There method of persecution is so inhumane that to disturb the fabric of our growth and establish their supremacy they parade publicly our women naked, rapes are common and forcing eating faeces, drinking urine and like that which a cruel inhuman mind can think of it. These are in fact old methods of persecution but who says it stopped all together. Earlier we were persecuted at the slightest instance or at their desire as we all were dumb people, now the good news is that we learn to raise our voice and ready to fight for our rights, which they are not accustomed to, that’s promoted them to persecute us more violently. As we have learned to raise our voice against their persecution the day will soon arrive we will succeed in stopping their crudity and cruelties altogether. Just have hopes. And to stop it all together it needs powerful force of unity resistance and enough monitory might. In that direction the BSP is marching on as a political entity. It understands very well what it takes to be in the power and the power of being in the power. It understands very well that it is the power that has been abolishing the interests of the underclass and that’s the reason why it made ‘capturing the institution of the power its number one priority. It is the Mayawatiji’s CM post sending the message all across the administrative echelons that the atrocities on the Underclass will not be tolerated. She is quite a hard task master and it is the fear of losing ones job or the transfer, forces administration to take the effective action against atrocities, which would have not been possibly had there been any other CM. That’s in way good news but it also makes her more responsible and prone to criticism if some event surfaces. But she too has limitations and not the ultimate point where you can expect the end of persecution. India is complex entity and its people are entangled in many paradoxes, which develop relations and intercommunity responses of incompressible nature.

If you take a glance over the history of the India you would come across many unique stories of the invaders that how they have co-opted or obtained help of certain segments of the local people that made it possible for them to make inroads in the country and rule over the vast tract of land for considerable time period. Be it Afghan invaders, Portuguese, or England Aryan are the most innovative lot of all as they still ruling. Now after independence and Pune Pact our destiny is tied with the majority lot. When we oppose them for our rights we need to underline our method of fight. Are we going to finish them in an all out war? Or fighting them feebly and get persecuted. The best way is to get engage in our capacity building and help bring about the necessary social change. Every one of us should aim of becoming no less then Dr B R Ambedkar, meant hereby to gain quality education that help us to break the shackles of old societal mould.

We need to fight them democratically and the potent weapon in democracy is Political power and to have that you need to build a political entity potent enough to make you the indispensable part of the governing council. And to achieve it you need to have the all inclusive party agenda. It may sound like the appeasement of the upper/feudal class but they are no lesser forces. They are engaging in the persecutions of the underclass the most is no denying the fact, it is mainly because of the empowerment of the underclass, once their servants, might be promoting them to crush the underclass in a more violent way so as to nip us in bud. But for every stand there is a prize tagged to it and we have since time immemorial been paying heavy prices for taking stand against everything that is evil and inhumane, so why worry now, oppose it tooth and nail it as we know one day these Uppercaste bound to realise that we are their brothers and they are equally victims of Manuwadi societal order. And to make it happen keep the fights going on in whatever manner is possible for an individual but history is witness to the fact that it is Unity that crates magic. So underclass needed to be united under Religion or Politics. But a day is bound to dawn that all underclass will realise that the door of religious unity empowered with political unity (devised by BSP), as it would not make underclass the victims of break-ups.

Recently concluded two days Uttar Pradesh Congress Committee’s two day convention held in Kanpur on 30 and 31 April, 2008 brought wonderful message for the Underclass, as the congress all of sudden realised that the underclass are living in precarious condition, only during the rule of Mayawatiji. And this in true senses the power of being in the power.

In his politically motivated scathing attack on the first day coming down heavily on the alleged corruption in the UP state government Digvijay Singh, in charge UP congress state unit, taking the name of Dr B R Ambedkar with utmost respect attacked the state government for not implementing the welfare and development project meant for underclass. He said that If Dr B R Ambedkar were alive today he would have felt very sad over the precarious conditions of the Underclass by knowing that the Tube well, lands, homes, etc. that should have been allotted to him (Underclass) not given as the money had been siphoned off by corrupt governing and administration members.

In continuation of the rhythm of the first day, on second day Rahul Gandhi, General Secretary, Congress party too in his attack said the Underclass people are taking us to their home to show us their precarious conditions and accusing that the CM of the state is not doing enough for them and they fell cheated. There are two good things came out of this convention. Firstly, willingly or unwilling the congress party with utmost respect taken the name of (for them) long forgotten hero Dr B R Ambedkar to attack the government, they even found out what were the wishes of Dr B R Ambedkar and what could have made him sad, Secondly they were presuming that in their reign the underclass was prosperous citizen but it is in the rule of the Mayawatiji their condition got so worsen that if the great emancipator of underclass had seen that all he would have definitely cursed the government.

It seems that the congress particularly in the state of UP plugged into deep self-induced frustration as its condition in the state is so precarious that it started seeing everything that it come across in precarious state out of which they can take political mileage against Mayawatiji. It seems that they got booted in the mode of frustration mainly they have no solid issue against Mayawatiji government. So they have decided to take the refuge in the precarious state of Underclass. Yes the underclass not only in the UP state but all across the country are living in the precarious sate. But if congress genuinely retrospect (it’s too much of asking) they will find the answer about who are the real culprits and whose policies perpetuated the precarious condition of the underclass. And they are expecting that the effect of age old wrongs be wiped out in a few months of governance. Mayawatiji is committed to the all around development of the Underclass, her government is just a few months old, but though she has been making policy changes for the welfare of the underclass sending proverbial jitters down the spinal cords of the congress. But it is the congress unimaginative publicity stunt and to take the political mileage in projecting age old precarious state a few months old phenomenon would definitely been dislodged by the Underclass, because the Underclass now knows very well who their friends are and who pseudo friends.

And this is the power of being in the power that forcing the congress to take the note of precarious conditions of the underclass. So the underclass keep yourselves committed to acquire powers and help yourself to improve your own conditions as there are too much pseudo improviser are on prowl.

THE Independence Day was the day when we got freedom from the British Empire, which need not necessarily embodied the principal of equality in largely inequality based Indian society. In that sense Republic Day is more important than the Independence Day, because on this day all the sections of the Indians were virtually brought on the equal societal pedestal. The January 26, 1950, We the people of Indian gave themselves the constitution that governs the character of the nation. The constitution is nothing but guiding-light for embodying the principals of equality in the nation that largely believes in inequalities. This January 26, the nation will be celebrating the 58th year of Republic. But the question that largely looms over, have We, the Indian, been following the constitution to the letter and soul? Or is it the Day of Aspiration of Equality lost in the celebration?

THE Republic-Day celebration has become some sort of ritualistic. As a part of exuberant jubilation three forces viz. Army, Navy and Air Force along with the Police and other authorities come out in the Public to show the Nation's Power, particularly Military Might, Scientific and Technological achievements and the self-professed rich dynamic and vibrant cultural diversities all over the country. And on the Top of it all, the President of India, personally comes out to lead the Nation in hoisting the National Flag and salute it as it flutters high in the blue sky. Lost in the celebration, the soul of the day, 26 January, the Republic Day.

TWENTY Sixth January is a D Day in Modern India. On this Day, in the Year 1950, the Constitution of Free India came into full Operation, and the Indian Union, became a Republic. The Constitution formally adopted earlier on the 26th of November 1949, by the Constituent Assembly was laboriously drafted piloted and debated in the Constituent Assembly. Apart from the PREAMBLE, the Constitution has 22 main Parts with 23 Chapters, 395 Articles and Nine Schedules. These provide to every citizen, many Rights and Freedoms. And naturally, with Rights and Freedoms, come many Duties. Indian Constitution is one of the largest written Constitutions in the World. It has in it many of the noblest concepts, human mind had conceived of, before it was drafted.

IT is a Liberal Constitution. It is a very modern Constitution. It is a very clearly written Constitution, minus ambiguities. It grants Equality to Underclass. It guarantees Protection to all Minorities. It assures Security of Life and Property to all Weaker Sections. It asks to build bridges of opportunities to almost all Backward Classes. It offers Equal Employment to every Marginalized. It ensures Education for all, especially the SCs&STs. And there reflects the humanistic-thinking-colorful-contours of its writer the Great Messiah of the Underclass, Baba Saheb Dr B R Ambedkar.

THE Indian Constitution is one of the largest written Constitutions, drafted after the path breaking and epoch-making French, American and Russian Revolution. It also came after Industrial Revolution in Europe, the Liberal Thinkers and their Ideas. And it had been framed long after the Unification of the German and Italian Nations by Bismarck and Garibaldi. Therefore, every Progressive and Noble Thoughts of the World have been adopted and built into Indian Constitution. And in the words of Baba Saheb, framer of the Constitution - not to do so would have only been irrational.

NO celebration is bad provided it is celebrated in the right spirit and the days like republic-day that defines the governing principals of the nation, then recognizing its far reaching impact on shaping the psyche of the nation one should not waste this day but to utilize it, to the fullest, for furthering the cause of all inclusive-equality. Instead of brandishing the military might and the military-warfare and equipments those are mostly purchased from the developed nations, can’t we emphasis only and only on the disseminating the basics features of the constitution amongst the Indian public. There is nothing wrong in showcasing the progress of the nation but who says it’s bad to promote the principals of humanity? Why not on every republic day just to put on display those scientific and technological equipments which are indigenously built. Or can’t this also be done on the day of Independence? Why not build a society that really understand the real might of the nation and all its scientific, military, technological achievements. Can’t we build in them the senses of pride being the part of mighty nation? Can’t we help them understand all this progress and instill a sense of joy for being associated with it? And this only can be achieved by following the constitution like ritual.

LET’S reserve the Republic Day only for promoting the basic features of the constitutions. Let’s put on display the real humanistic-might and humane-face of the nation- the constitution. The ingenious and indigenous product conceived, designed and devised by Dr. B R Ambedkar out of the aspiration of the young nation that should basically commit for building the nation based on equality. This is an Important Day for every Indian, particularly more so for the Underclass. It is one of the important steps, in the long and almost endless march of the Underclass, for Justice, Freedom, Liberation, Growth, Development Employment, Education and Equality. It should not happen that the celebration of the republic day be done just like any other anniversaries. It is the duty of every Indian to work towards the realization of the Aspirations of the Hundreds of Millions of Toiling Masses, the Dreams of Founding Fathers of the Nation and Framers of the Constitution to make this Country, vibrant, egalitarian, dynamic, just and fair. The republic day celebration necessarily meant to end the blatant still continuing discriminations of the helpless minorities, backwards, and Weaker Sections.

THE Constitution has been made by Indians for Indians and their government. When we gave ourselves such a beautiful constitution, lets explore its real beauty. Sovereignty of the Nation lies with the People. In fact it is the People, who give the Rights to others, to all Institutions - public and private - every individual in the Country, Citizens or not, and to themselves. We the people embody all the power. We can act as agents of change. We provide specific Directions to government, Political Parties and their Members, who come forward to represent the nation, form the government, and help Govern the Nation. In nutshell it’s our prerogative to shape the character of the nation. And it’s long been thought that this nation should have gutsy and unshakable egalitarian character.

TO achieve this on every Republic day the president should collectively gives pledge to Indians for abiding by the constitution. As part of Republic-day celebration president should read out the PREAMBLE and the RIGHTS & DUTIES OF INDIANS. Lets there be public participation.

PREAMBLE

WE, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a SOVERIGN SOCIALIST SECULAR DEMOCRATIC REPUBLIC and to secure to all its citizens :

JUSTICE social, economic and political;
LIBERTY of thought, expression, belief, faith and worship;
EQUALITY of status and opportunity; and to promote among them all
FRATERNITY assuring the dignity of the individual and unity and integrity of the Nation;

IN OUR CONSTITUENT ASSEMBLY this twenty-sixth day of November 1949, do HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.

FUNDAMENTAL DUTIES AND RIGHTS

DUTIES OF INDIVIDUALS
The Duties of individual Citizens of India have been laid out in Article 51A, Part IVA of the Constitution, as Fundamental Duties. These were not there in the Original version of the Constitution framed and adopted by the Constituent Assembly. These were inserted by the Constitution (Forty-second Amendment) Act passed by the Parliament in 1976. Those read as –

FUNDAMENTAL DUTIES

It shall be the duty of every citizen of India –

v To abide by the Constitution and respect its ideals and institutions, the National Flag and National Anthem;

v To cherish and follow the noble ideals which inspired our National Struggle for Freedom;

v To uphold and protect the sovereignty, unity and integrity of India;

v To defend the Country and render National Service when called upon to do so;

v To promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities; to renounce practices derogatory to the dignity of women;

v To value and preserve the rich heritage of our composite culture;

v To protect and improve the natural environment including forests, lakes, rivers and wild life, and to have compassion for living creatures;

v To develop the scientific temper, humanism and the spirit of inquiry and reform;

v To safeguard public property and to abjure violence;

v To strive towards excellence in all spheres of individual and collective activity so that the Nation constantly rises to higher levels of endeavor and achievement.

FUNDAMENTAL RIGHTS

The Fundamental Rights are contained in exclusive Part III of the Constitution. They are the –

v Right to Equality – Articles 14, 15, 16, 17 and 18

v Right to Freedom – Articles 19 to 22

v Right against Exploitation – Articles 23 and 24

v Right to Freedom of Religion – Articles 25 to 28

v Cultural and Educational Rights – Articles 29 and 30

v Right to Constitutional Remedies – Articles 32 to 35

Rights have no meaning at all, unless one can force those others, or authorities or the government to give the Rights being denied, withheld or delayed, deliberately or otherwise, to yield and give the rights. Let there be effective mechanism to ensure everything is followed with a clinical precision.

WELL, the results of Gujrat and Himachal Pradesh assembly election were out and as was expected Bahujan Samaj Party (BSP) did a little below and over margin. After the successful conquest of one of the country's most socially conservative states, with the help of newly dream-up formula of social engineering, the BSP was speculatively fully turbo-charged to make in roads in both the states. But is that the results somewhat faltered Mayawatiji’s pan India dream? Well, it will be too foolhardy to say so. Because, if one goes through the fine print of the results, one would realise the ‘Damaging Force or Nuisance Value’ the BSP wielded especially against congress. It may not have won a single seat but it had damaged the prospects of the over dozen candidates of the Congress in Gujrat election. Its vote share rose to 2.62 per cent from 0.32 per cent of total votes polled in 2002 assembly election; earlier in 2004 parliamentary elections, its vote share was 1.48 per cent. In the s! tate where electorate largely remaining polarised between the BJP and Congress, the BSP came third in around 53 constituencies and fourth in 54 seats. The party had put up candidates in 166 out of 182 constituencies. It is the performance worth applauding as the BSP did this miracle in only 6 months time they had for the election-work, argues the BSP party workers. And in Himachal Pradesh’s election it did open its account by winning a seat and increased its share of total votes from 1.5 per cent to 3.0 per cent. The story here is same as that of Gujrat. It did damage to the congress with more or less same intensity. And before all this it was in Maharashtra assembly election held in year 2003 the BSP had done the same damage to the Congress-NCP led coalition- it ruined the prospects of over dozen candidates. Clearly, it signifies that the BSP has been able to leave a mark which it can consolidate in years to come. It is just an end of beginning of a long innings which Maya! watiji intends to play in the western state and yet to play in Souther n states.
SO, is it the social engineering formula, which was nurtured so dearly and partially optimized after working painstakingly on social-economic realities and considerations that brought Behenji to power in UP, failed comprehensively? Or the poor show of the party could have really been averted had the party played the game differently by giving varied consideration to the local socio-economic and developmental parameters by playing the cards of social engineering aptly? It was a case of fifth-time unlucky for the BSP which has been contesting some seats in Gujarat since 1990. It is most likely that the poll performance assessment of the BSP is being done under the shadow of the success of the social engineering formula in UP. And why not, the BSP this time too did try to play the trick again. So the out come of the whole fact the BSP’s trick of social engineering did not fetch it the results which were being anticipated.
BUT If one would make the assessment of the Gujrat results under the shadow of social engineering formula, then the case is pretty clear it failed, but on the other side it did end up as a gross gainer. The BSP is gainer in terms of vote share that it had managed to muster. In both the state the BSP precisely managed to bring the votes of Underclass along with some portion of the Muslim votes under its wing that was once considered the traditional vote bank of the congress. And the matter of the fact is that the experiments that carried out in the UP were replicated in both the states. Aftermath, the BSP had made a big dent in the traditional vote share of the congress.

Why was the Underclass votes rallied behind Mayawatiji in these two states after UP, where she and her mentor and founder of the BSP late Kanshiram consolidated vote-bank comprising of Underclass and Muslims? The answer of it laid in the fact her rise to power and becoming the first Underclass lady chief-minister that too with a clear majority on her own charisma. And this really strengthen the wings of ‘aspirations’ and nurtured a ‘can do mindset’ in Underclass. That’s the reason why the Underclass been trying to strengthen the BSP’s elephant. They are least bother about the fact whether it would fetch a win for their candidate or not their primary object is to stand behind Mayawatiji. It is a great success of Mayawatiji that she brought, if not all, then a sizable chunk of Underclass votes (In the states which went to poll recently) under her wings and tried to bring others (OBCs, Schedule tribes, Brahmins and other upper-class) to its fold without jeopardizing her base v! ote. In reaching out to the Brahmins (and other upper-class), the traditional oppressors of the Underclass, she has demonstrated her confidence in her own ability to make a success of this seemingly unlikely alliance. There she won half the battle; the fate of the rest will be decided on how innovatively and inventively she forges this different societal aspirational combination for furthering her prospects in the elections. She has to work out on the organizational strengths and build-up, cementing its all sections with common minimum goals and try to win over the support of the maximum section of the Indian society by breaking the shackles of societal-prejudices, which are deeply embedded in the mind of the so called upper-class. The task is daunting but headway is a real necessity. And this will only carve out script of success, as had happened in the UP election.
THE result of two states indicated a unique trend that her base vote is strikingly making her elephant a potent threat to the prospects of the Congress. And the congress should on its own peril ignore this fact in the four states which are likely to go in for poll this year viz. Karnatka, Chhatissgarh, Delhi and Rajasthan. The base vote of Mayawatiji helped her to acquire a strong bargaining position; if congress decides to forge some sort of pre poll alliance for brightening its chances, provided it learnt a lesson from the recently concluded two state’s elections.
IT’S too ruthless expectation that the BSP should have performed the way it did in UP on the basis of the social engineering formula. But one should not ignore the fact that the 1) Understanding the political circumstance in the State, 2) Party’s work, 3) Organizational make-up and build-up, 4) Societal parameters, 4) Party’s and candidate’s virtuousness and Charisma, 5) Party’s agenda and its acceptance by the voters, 6) Adherence to Ideology, 7) Mass and class appeal, 8) Staunch force of leaders and followers, 9) Firm Base-voter, 10) Management of dissidents ( like accepting and taming), 11) Election campaign and media management, 12) Emotive issues aligned with party’s manifesto, 13) Good faith earned and generated by the party leaders and workers, 14) Identifying the chunk of dejected voters and try to win over them, 15) Formulating and offering solutions for the current socio-political entanglement and making it a sellable entity, 16) Making socio-economic aspirational ! commitments and earn a faith to fulfill them, 17) Practical bold and reformist move, 18) Socio-economic and politically innovative and inventive 19) Strong fund raising mechanism and fund’s optimum utilization, 20) Party’s blue print of state’s development plan, 21) Properly gauging the anti incumbency wave, 22) Media management and PRO networking, And the chief factor 23 ) Proper assessment of Caste, Inter-caste, Religious and Inter-religious socio-economic political realities and compulsions. All these 23 points are the governing parameters of success-engineering.
Why is that the success of the Mayawatiji in UP is seen as the win on the social engineering plank? Unfortunately, it was projected as the success due to the ticket distribution on the caste calculation, which led her to unanticipated win. But it was widely misunderstood. Why had the caste based tickets distribution been encompassed in the social engineering term as a whole which was not heard before? It was typical upper-caste mind set that think that an Underclass lady could not secure a clear majority by her own and that too right under their noses. It is systematic effort of undermining her achievement. And the same has been continuing when her party failed to muster a win in the two states by ridiculing that her social engineering formula failed, which was mainly whirl around the caste based ticket distribution. Yes, of course, with the strong emergence of party like the BSP or small state centric parties in that sense it has been widely understood that caste based calc! ulation is must consideration for ticket distribution. In reality the social engineering is not caste-based ticket distribution but its one of the dominating factors. Had it been the case then the BSP or for that matter, any national or any other party would have won the maximum seats in elections. The win of the BSP in the UP election was mainly because it had scored better in the above mentioned 23 points over its arch political rivals and partly because it had played a caste card adroitly (one would understand it by going through the ticket distribution of the BSP in UP). And that really heralded the phenomena called social engineering. The other is that, as Chief Minister-designate Mayawatiji said after her party's victory, the common man rejected sectarian politics to rise above caste and religion. What does that mean? There is reason why social engineering success phenomenon is used with Mayawatiji because of her Underclass status and win that she managed which otherw! ise considered an upper class prerogative. Modi in Gujrat, Dhumal in H P won because they scored better in the above mentioned 23 points. And that is not called as social engineering even when they played the caste card too. Why is so?
IS it not that the Congress or the BJP does calculate caste equation before ticket distribution? If not in the past( half truth half lie), yes, of course, they do, in the present. They have too and the credit goes to the BSP. The best thing that has emerged out of this thing is that every other party is knowingly or unknowingly following the BSP’s election punch line ‘Jiske jitney sankhya bhari, utni uski Bhagidari’ (As per the one’s population it will get representation in the election) which it had coined during one of the Brahmin Bhaichara rallies held in UP. How about calling it Bhaichara engineering in political circle?
IT is not a hidden fact that if any political party is to rule over Delhi it has to widen its base in all the sections of the society and the BSP is no exception to it. The congress party has always been harping on secular credential and boasting for the support of all sections of the society- mainly thanks to its contribution in the independence struggle. The BJP which has been chillingly following the dictates of the hard-and-mild Hindutva as per the guiding principals of its mentor non-political, spiritual and cultural entities too claims and enjoys hard and mild supports of almost all the sections of the society barring Muslims. There are myriads of the parties on the political horizon of India those too enjoy the support of specific followers depending on how fervently they tune their agenda in to the local flavors with spillover effect on national polity. Considering the political realities of India one party rule is clearly a bygone era. Coalition government of like m! inded groups or combination would, with majority in place, rule over Delhi. The groups have got distributed between the BJP and Congress, by considering the legitimate allowances of some parties which are likely to shift loyalties. But it is quite certain that either the BJP or Congress group would come to power on the basis of pre-or-post poll alliances bonded with common individual-cum-minimum goals.
BUT one should not forget that in the coalition era certainty of political combination is an uncertain phenomena. The attracting forces -depending upon the current situation- among groups trump up alternatives. And if left parties continue to show its performance the way it did in the last general election of 2003, and make swift efforts to revitalize the third front in that case things might go little tougher for either the BJP or Congress, of course, lot will depend upon how third front allies perform and stick together. This will only change certain uncertainties in the India politics of coalition otherwise lot will remain predictable after the great or bad show of the BJP or Congress. And the fourth should closely be watched out for alternative is how good the BSP performs. If it does well then the BSP will emerge as a real king or king maker, of course, it should secure not less than 65 seats.
But this is not an easy task. The BSP has to work on the 23 point success formula in each state where it wanted to make a debut. The BSP had managed to strengthen her base vote and that is turning out to be its strong point. Now it’s time to widen the vote share and base. Chief Minister-designate Mayawatiji said after her party's victory, the common man rejected sectarian politics to rise above caste and religion. It’s acid test for the Mayawatiji to affirm the faith of common man to prompt them to reject sectarian politics to rise above caste and religion in other states as well. Work with the people, win their faith, try and project yourself as a fresh, effective and potent alternative as was done in the UP.
The real key of the success of the BSP is its high scoring in 23 points of success-engineering and that it needed to be replicate in all the state which it’s aiming at. It’s not easy to build up a strong network of stanch leaders and followers in short period in politics. It’s a continuance process. But here the BSP can utilize its experience that it had gained during the building of UP state BSP. It can open an Academy of ‘Governance and Leadership Management’ where it can train the potential leaders in various cadres. And can build up a army of leaders and party workers those can authoritatively talk on the states problems and issues, as has been following in Karnatka. State general secretary, Karnatka, Jigni Shankar says they have been going from village to village in the state to understand the pulse of the people. He adds the indication they are getting is that the people are willing to give the BSP a shot in the state. A local leader with vision, skilled problem manage! r, sensing nerves of the people and offering practical solutions with a caring attitude, it’s all what required for earning a good faith and a long lasting socio-political courtship. Can the BSP do it? It has to because if it fails to keep the winning momentum going it might face tougher challenges ahead, which could decelerate or terminate the organic growth of the party. Or that will undo magical effects of all the advantages it has earned after winning the UP election. The BSP has to exhibit remarkable political maturity by adopting stratagems that would augment its position as a national party with a humane face. And this will only herald an era of Bahujan rule of all inclusive growth– a real pan India reach. It’s a dream. Indeed, a big majestic dream. Can be realized? Undoubtedly, just do voluntarily, firmly and faithfully stand by your own ‘Elephant’.

COME Mayawatiji’s Birthday and there are more eyeballs popping out of eye-cases with awe that poses question, how could she do it! On 15 January, the stage was set for the 52nd birthday celebration of Bahujan Samaj Party (BSP) Supremo and Uttar Pradesh (UP) chief minister Mayawatiji, the popping eyeballs quixotically questioned amongst them. They murmured in private and yelled in the media, was it right; was it not the legitimization of corruption? Why the birthday-bash of Mayawatiji has been attracting more eyeballs and (destructive) criticism at every passing birthday. It is common show that the major parties criticize the birthday celebration but what makes it more remarkable this time the way congress abrasively took the mantle on its shoulder to attack and raised a hue and cry over the birthday celebration of Mayawatiji.

IN order to find the answer of this sudden unappreciable stance of the Congress party we need to stroll down some of the recent turbulent (especially for Congress party) past happening in the political arena of the nation. Along with it we also need to broadly understand the basic soul, idea and motto of the birthday celebration.

DIGVIJAY Singh, general secretary, Congress party and two times Chief Minister of Madhya Pradesh in his attack on the way celebration being carried out and through which acceptance of the Gifts from party workers, raised serious concern that it may lead to legitimization of the corruption. Why is that the congress party been targeting Mayawatiji? The reason is bit obvious the recent electoral debacles of Congress party in the assembly election held in two states viz. Himachal Pradesh and Gujrat. The BSP succeed to poach in the traditional vote share of Congress party which costed it more than dozen of seats in both the states. It seems that congress party has not come out of the shock yet. And that’s the reason why it has not been letting off a single chance to criticize Mayawatiji.

As in a bid to expend her base in southerner states Mayawatiji has been addressing number of rallies, the Congress smelling its deep-damaging-impacts on the electoral prospects, in it scathing attack on the BSP Supremo sarcastically asked her to concentrate more on the governance of the socially and politically different, turbulent and sensitive UP. Yes the UP is socially and politically different, turbulent and sensitive state and she understands it more than congress that’s the reason why she clinched the power in UP, where Congress has been successively failing to regain the lost glory. The way BSP trying to Plant their Feet in the States of Maharashtra, Andhra Pradesh, Karnataka, Kerala, Gujrat, Delhi, MP, Tamil Nadu, etc are sending jitters up the Spines of the Congress. Her full hearted and fully organized assertion in UP had already shaken up the Political Scenario completely in UP. Imagine what will happen if she manages to do the trick in many other parts of the Country. The party that is likely to get more affected is obviously Congress. In the UP election the trump card star Campaigner failed to weave the voter in his magical web instead the full-throttled charisma of Mayawatiji launched them all in the orbit of frustration. The frustration is more seen in Digvijay Singh because he is felling the heat of his post of in-charge of UP affairs. What one would expect from some one who has been successively meeting with failure. There is no point in opposing his criticism as it has no vitality and validity in it as it has been done more on personal safety ( to show to his high command that he is active (sorry but not imaginative)) than political compulsions. He may have forgotten that there is something called constrictive criticism.

The problem with the congress is that it can not go with the BSP for electoral alliance on its own terms, because the BSP has been pushing the congress on back-foot in many states. And the most difficult part is that if congress compromises on its position and forgers any pre-poll alliance with the BSP that directly means the congress has accepted the power of the BSP in other states as well and in a way consenting that it has constantly been losing its traditional vote share of the Underclass. The Congress which is basking on the image of secularism and claims enjoying the support of all the communities of the Indian society, due to which it is bit tough for the congress to accept that its tighter grip on its traditional vote share has been on constant decline. This put the Congress party in quandary, because it neither can forge alliance with BSP nor can avoid its damaging effect. So keep (destructively) criticizing the BSP, but mind well its BSP’s virtue that it has always welcomed the constructive criticism.

Now lets turn to the Birth-celebration and through which the fund raising of the BSP.

ONE should understand the basic difference between the political parties which spread its roots with the help of aspiration and monitory help of the weaker section of the society and other parties that survives on the kickbacks and financial support of the business houses. The BSP falls in the first category. The party workers of the parties like BSP find the occasion of the Birthday celebration to show the gratitude towards the leader and donate as per his/her worth. And through this donation the social as well as party’ work has been carried out.

There is no political party that can survive without fund and to raise fund you got to have fund raising mechanism. The parties like Congress and the BJP and some domestic party raise their funds through their contacts of Industrial giants, and there are allegations that they receive kickbacks (There has been unholy association operating in the political and industrial circles). And it seems there’s general understanding (of convenience) that it does not help promote corruption, Digvijay Singh should think over it. The parties like BSP which is emerged through the aspirations and monitory help of the underclass is making in roads in the political territory and the traditional bastion of the Congress is bound to come under the criticism that how could it survive with out their support. If we see the history of the political movement of the Underclass it has been found that the congress and other upper class parties have done the most damage for not allowing to flourish the independent organic thinker those could promote the welfare of the whole underclass community, whereas they always wanted to project themselves as the messiahs of the Underclass. They for infinity wanted to make situation like the underclass feel that they are their only true saviors and without them it’s impossible to survive. And when the BSP shatter this illusion and building capacitates all on it own steam its bit certain that the so called secular and Hindutvawadi parties likely to put spoke in the wheel.

The principal objection of the parties like congress is not for true concern for corruption but why the BSP is not indulging in the corruption so that they could project it in a negative frame. But the staunch follower of the BSP is not letting this happen by offering the party funds for which the BSP need not have to go in for unholy alliance with any of the industrialists and so that it can carry on its welfare work of all communities without compromising on ideology. If the congress felt that it would legitimize the corruption they have the government in the center they can put all of the donors in income tax scanner but they can not do it as they are very sure that nothing comes to their hand. Its one thing for showing true concerns for the corruption and other to take stringent measures to avoid corruption as it is the action that speaks louder than words. And all Indian knows that where is corruptions and where not.

There is appeal to true BSP follower to contribute in whatever way that they can in order strengthen the elephant. Those who can not donate money can donate most valuable thing and that it their Vote. Vote to BSP is Vote to self-respect. This will only ensure the freedom from the clutches of the party like congress. Come be the part of the Celebration.

Poor But Hearty Mulayam Singh
On the occasion of the Birthday celebration of the Mayawatiji Mulayam along with his party supporters collected RS one each so as to donate it to the BSP. Well Kudos to the efforts of Mulayam. No matter what the size of contribution but it’s the hearty felling of contributing is appreciated in the BSP. And its seems after losing the UP chief ministerial seat he can no longer able to cheat the UP people and that’s the reason why he has contributed what he is worth of along with his supporter. And I hope the BSP which believing in welfare of all should accept his contribution with big heart and utilize see to it that they are not get neglected in the welfare measures of the BSP that too along with his party worker because despite the leader of the chief opposition party he showed heart to donate whatever he is worth of. Congratulations on behalf of BSP poor but hearty Mulayam.

Achieving what Baba Saheb Dr BR Ambedkar had Foreseen, Dreamt of, Desired, and making them Realities are the big task today. And the BSP as of now a political entity is moving that direction. And as along as it does so the diehard follower of Baba Saheb Dr. B. R. Ambedkar will keep strengthening the BSP’s elephant.
